January 30, 2025 —The Development & Operations Resource Group at TKC continues to evolve and expand, bringing an enhanced set of services, new team members, and valuable resources to all Kendal Affiliates.
On the Development side of this group, the TKC team can help plan ambitious capital improvement projects by collaborating with the Operations team and other departments at TKC, such as Finance and Marketing.
Development & Capital Project-Related Services Available to Affiliates
When Affiliates are planning a major capital project—whether it’s a campus renovation, a satellite development, or a full-scale new campus expansion—the TKC team can help turn a vision into reality.
Core Development Services
TKC can assist Kendal Affiliates in navigating complex projects through services like:
- Preliminary Market Analysis – Gain insights into demographics and penetration rates to assess market potential.
- Master Planning – Develop comprehensive plans to outline the project’s vision and goals.
- Proof of Concept Feasibility Numbers – Get preliminary financial feasibility metrics to determine project viability.
- Drafting or Reviewing RFPs – Ensure professional and thorough requests for proposals.
- Third-Party Proposal Reviews – Evaluate proposals from development consultants to select the best fit.
- Site and Project Evaluations – Assess viability for site acquisitions or potential projects.

Meet TKC’s Development Team Members
The team has grown and changed over the last year. On the Development side, TKC has three main points of contact.

Jennie Bury- Business Development Strategist
Jennie joins us from Barclay Friends, a Kendal Affiliate, where she served as Chief Financial Officer for the past decade. During her tenure, Jennie was instrumental in the financing, construction, and occupancy of a $20 million assisted living and memory care building. Jennie will offer analytical and technical support for development projects of existing Affiliates and lead due diligence efforts in evaluating organizations for future affiliation opportunities.
Dennis Russell- Consulting Project Manager
Dennis brings deep experience in senior living development and operations, including serving as Executive Director at Oregon’s only Quaker CCRC, Friendsview. At TKC, Dennis will manage two major West Coast development projects. His leadership ensures these projects benefit from operational expertise and a fresh, innovative perspective.


Craig Witz- VP, Development and Operations Resource Group
Craig Witz joined the team in 2024. With over 30 years of experience in senior living master planning and development on a national scale, Craig can provide outstanding depth in his support for Kendal Affiliates and oversees all TKC-assisted development projects and initiatives.
